Effective Jan. 1, 2016, Senate Bill 1589 requires those reporting mineral proceeds derived from a Texas lease or well to include the following:
In order to collect this data, changes have been made to the layout of type 4 record in a NAUPA formatted report. Any mineral payments due to an owner that are derived from a Texas well, lease or property will require two entries in your NAUPA-formatted file:
Any payments for non-Texas production require a type 4 record only if reporting an owner’s email address or driver’s license number.
The new layout for this record type is shown in the table below.

Field number 2 should match the property number for the type 2 record being described.
Field number 3 should always have the value “TX”. This has not changed.
Field number 4 is the code for the county of production. Acceptable values are 001 through 254. If a valid county code cannot be found, enter 000.
Field number 5 is only used if a valid county code cannot be found for field number 4. This is a text-only field used to report the county name. Leave it blank if providing the appropriate code in field number 4.
Field number 6 is used to report the lease, property or well name. The field is 40 characters long and will accept letters, numbers and special characters.
Field number 7 is used to collect the lease, property or well number. The field is 20 characters long and will accept letters, numbers and special characters.
Field number 8 is used to collect a property description, if any. This field is optional and will accept letters, numbers and special characters.
Fields 9 through 17 are unrelated to holders of mineral proceeds, but required by HB1454. They can contain filler data or can be left blank. More information about HB1454 and the new record layout will be provided at a future date.
