This notice has been distributed to all firms classified as entities rendering any type of consulting services under the Texas Comptroller of Public Accounts' (CPA) Centralized Master Bidders List (CMBL) and as consulting firms under the State of Texas Historically Underutilized Business (HUB) Directory.

The CPA occasionally solicits consulting services for various purposes through the issuance of Requests for Proposals (RFPs). When CPA solicits consulting services for which the anticipated costs will exceed $15,000, announcements are required to be advertised in the Texas Register (located in the "In Additions" section, under the name of the issuing state agency) and the Electronic State Business Daily.. The Texas Register is published once a week by the Secretary of State's Office and is available at several municipal and law school libraries. Subscriptions are available by calling Mathew Bendor & Company at 1-800-223-1940. The website address is http://www.sos.state.tx.us.

The CPA has additional ways to notify proposers of an upcoming RFP for consulting services:

  • The Bid Line is a 1-800 service, provided by the CPA, which proposers may call for automated information on available RFPs, as well as other current agency procurements. For regular updates, please call 1-800-991-BIDS; in Austin call 936-6006, or visit our website at Selling to the Texas Comptroller of Public Accounts' Office.   • Another service provided by the CPA is the Window on State Government (Window) website. Window provides a variety of tax information from economic analysis, unclaimed property to state accounting systems and government to energy efficiency. It also offers information about the HUB program, which includes links to postings for all agency procurements, including consulting services over $15,000.   • The Electronic State Business Daily (ESBD) is maintained by the CPA. This service is part of a requirement that state agencies must electronically advertise all procurements of goods and services over $25,000. The Comptroller will post notices for all solicitations for consultant services which are anticipated to exceed $15,000. The website address is http://esbd.cpa.state.tx.us/
