The Texas Comptroller of Public Accounts performs an annual property value study that estimates the taxable wealth of each school district in Texas. The Texas Education Agency (TEA) uses the study results to allocate state aid to local school districts.

Since 1983, the annual study also evaluates the level and uniformity of appraisals by the state’s county appraisal districts (CADs), as required by Section 5.10, Property Tax Code.

The Comptroller is charged with reviewing CADs’ performance and providing information and technical assistance to CADs, boards of directors, appraisal review boards, tax professionals and the public.

This Annual Property Tax Report for Tax Year 2004 includes summaries of the findings of both the 2004 Final Report of the School and Appraisal Districts’ Property Value Study and the 2004-2005 Appraisal District Operations Report in Part II, Focus on School Taxes and in Part III, Appraisal Districts.

Parts I through III focus on statewide property taxation and tax appraisals.

Appendices A through H provide specific information on:

  • appraisal districts,
  • school districts,
  • counties,
  • cities,
  • special districts,
  • the Permanent University Fund,
  • consolidated tax collections, and
  • a glossary of property tax terminology.

In 2015, the Texas Legislature passed House Bill 855, which requires state agencies to publish a list of the three most commonly used Web browsers on their websites. The Texas Comptroller’s most commonly used Web browsers are Microsoft Internet Explorer, Google Chrome and Apple Safari.
