Centralized Master Bidders List (CMBL)

The Centralized Master Bidders List (CMBL) is a master database, used by State of Texas purchasing entities, to notify vendors of opportunities to bid for products or services they can provide to the State of Texas. Manufacturers, suppliers, and other vendors wishing to furnish materials, equipment, supplies, and services to the state should apply to be on the CMBL to receive bidding opportunities.

Registration on the CMBL is $70.00 (US dollars) annually. After you have entered your company’s information into the system, you will have the option of making payment by credit/debit card, check debit or mail. To pay by mail, print the CMBL registration application and mail it, with the $70.00 fee to:

Historically Underutilized Business (HUB)

Texas Comptroller of Public Accounts administers the HUB Program for the State of Texas, which includes certifying minority and women owned businesses as HUB. The HUB Program is designed to facilitate the participation of minority and women owned businesses in state agency procurement opportunities. All state agencies in Texas, including universities, are required to make a good faith effort to include HUB in their procurement opportunities.

A Historically Underutilized Business is defined as an entity with its principal place of business in Texas formed for the purpose of making a profit in which 51 percent or more of the assets, interest, all classes of stock or other equitable securities are owned by one or more economically disadvantaged persons.

These persons must be Texas residents, have a proportionate interest and actively participate in the control, operation and management of the business.

Economically disadvantaged persons include:

  • Asian Pacific Americans
  • Black Americans
  • Hispanic Americans
  • Native Americans
  • all women
