PROGRESS REPORT
West Texas A&M University (WTAMU) is committed to energy conservation. Energy conservation initiatives have helped the main campus Source Energy Use Index (EUI) reduce from 175.4 Thousand British Thermal Units (mBtu) per square foot in November 2018 to 133.4 mBtu per square foot in August 2022, for an overall Source EUI reduction of 23.9 percent. WTAMU entered an Energy Savings Performance Contract (ESPC) that was substantially completed in March 2020. WTAMU expects the ESPC will reduce campus energy and water consumption by more than $886,000 annually.
GOALS
West Texas A&M University began implementation of an ESPC project in August 2018. The project’s goals are to reduce electricity consumption by 9,947,037 kilowatt-hours (kWh) each year, reduce utility annual electricity demand assessments by 20,010 kW each year, averaging 1,668 kW per month, reduce natural gas consumption 48,440 Million British Thermal Units (MMBtu) each year and reduce water and the associated wastewater consumption 9,587 kilogallons (kgals) each year.

STRATEGY FOR ACHIEVING GOALS
A self-funding ESCO project was developed composed of seven energy conservation measures to best address the immediate needs of West Texas A&M University in a cost-effective manner: interior lighting improvements; exterior lighting improvements; controls and instrumentation improvements; air distribution system improvements; chilled water system improvements; steam system improvements; and domestic water fixture improvements.
IMPLEMENTATION SCHEDULE
Monitor Energy Management System daily, address equipment issues daily, review building meter data weekly, and review campus utility data monthly. A yearly Measurement and Verification (M&V) report will be provided by the Energy Services Company (ESCO).
AGENCY FINANCE STRATEGY
The ESCO project was funded by revenue financing system debt proceeds in the amount of $14,735,000. WTAMU placed $395,500 in cash toward the project, for the total project funding of $15,130,500, with an average estimated annual debt service of $1,057,929, to be sourced by energy savings.
EMPLOYEE AWARENESS PLAN
West Texas A&M University encourages student, staff and faculty energy conservation involvement through articles in a campus newsletter and campus-wide notifications.
