The Texas Comptroller of Public Accounts (CPA) provides an Annual Comprehensive Financial Report (ACFR), quarterly Bond Appendix and occasional supplements and notices of certain financial obligation events to the Municipal Securities Rulemaking Board (MSRB) for posting on the MSRB's Electronic Municipal Market Access (EMMA) system. These documents are intended to provide information that may be relevant to an investment in securities issued by agencies of the State of Texas (State) that are payable in whole or part from revenue deposited to the State's General Revenue Fund. The State's most recent EMMA filings may be accessed under “EMMA.” These and other documents listed under “Documents”, “Resources” and “TRAN” are also accessible on the CPA’s website using the links [below]. By accessing such filings and documents, you acknowledge that you have read and agree to the following.
Dated documents: Documents accessed from this page speak only as of their date or the date described therein. The State undertakes no obligation to update any information posted on this page. No assumption should be made that any information has been updated beyond its dated date unless the document expressly states that it constitutes an update of a specific portion of a document. Insofar as any statements made in such documents involve matters of opinion or estimates, whether or not expressly stated, they are set forth as such and not as representations of fact. The information, estimates and expressions of opinion therein have been and are subject to change after the date thereof, without notice, and access made available to such documents from this page shall not under any circumstances create any implication that there has been no change therein since the date thereof.
Limited information and use: Documents accessed from this page have been obtained from sources believed to be reliable but are provided without any warranty of their accuracy or completeness. They are made accessible for the convenience of investors but are not offers or solicitation of offers to invest in securities issued by agencies of the State. No person should make an investment decision solely in reliance on the documents contained on this page. No representation is made that documents accessed from this page contain all material information concerning securities issued by agencies of the State necessary to make an informed investment decision or that any specific information should be accorded any particular significance. Historical data and trends presented are not intended to predict future events or continuing trends, and no representation is made that past experience will continue in the future.
Forward-looking statements: Statements in documents accessed from this page that do not describe past or present events, conditions or other facts are forward-looking statements. Forward-looking statements include forecasts, projections, predictions, expectations, anticipation, hopes, beliefs, intentions and strategies for the future. All forward-looking statements in such documents have been made and were based on available information, assumptions and estimates as of the date of the specified date of the forecast or other forward-looking statement and do not necessarily reflect current expectations. They are inherently subject to various known and unknown risks and uncertainties, including but not limited to the possible invalidity of underlying assumptions and estimates; possible changes or developments in social, economic, business, industry, market, legal and regulatory circumstances and conditions; force majeure; and actions taken or omitted to be taken by third parties, including consumers, taxpayers and legislative, judicial and other governmental authorities and officials, and the matters described under “12. INFECTIOUS DISEASE OUTBREAK – COVID-19” in the most recent Bond Appendix. Assumptions may involve judgments about economic and market conditions and legislative, executive and business decisions after the date of the forecast, all of which are difficult or impossible to predict accurately, and many of which are beyond the control of the CPA. The CPA has not updated such forward-looking statements since they were made and assumes no obligation to update any such forward-looking statements in the future. Actual results may have differed and could differ from those in forward-looking statements, and the difference may or could be material. Accordingly, readers should not place undue reliance on forward-looking statements included in documents accessed from this page.

References to website addresses presented in documents accessed from this page are for informational purposes only and may be in the form of a hyperlink solely for the reader’s convenience. The CPA has not participated in the preparation, compilation or selection of information on any other websites and assumes no responsibility or liability for the contents thereof.
