Texas' chief financial officer oversees the $150+ billion-a-year enterprise of Texas state government.

 

Accountant

  • Monitors state agency appropriations.
  • Audits state purchases, travel and payroll expenditures.
  • Publishes the state’s annual financial reports.
  • Develops accounting and reporting procedures for state agencies.
  • Manages 10 statewide financial and payroll/personnel systems.

Tax Collector

  • Collects 100 taxes, fees and assessments.
  • Collects local sales taxes on behalf of more than 1,200 municipal governments.
  • Issues tax permits, licenses and cigarette stamps.
  • Audits taxpayers.
  • Provides tax information.
  • Monitors and reports state revenue collections.

Treasurer

  • Executes all banking transactions for the state and reconciles state bank accounts.
  • Processes all incoming deposits and returns and executes disbursements.
  • Transfers funds to ensure timely investment of the Texas Treasury Pool by the Texas Treasury Safekeeping Trust Company.
  • Oversees the collateralization of all state funds.
  • Monitors state cash fows and manages state credit rating agency relationships and compliance.
  • Allocates earned interest to state agency funds.

Revenue Estimator

  • Estimates funds available for state spending.
  • Certifies that the state’s two-year budget falls within estimated revenues.
  • Monitors and analyzes the state’s fiscal condition by producing short- and long-term forecasts of various economic indicators.
  • Provides monthly reports on revenue and economic performance.
  • Estimates financial impacts of proposed legislation and agency’s rules.
  • Prepares statutorily required reports and calculations.

Purchaser

  • Manages statewide contracts available to more than 200 state agencies and universities and more than 1,800 local governments.
  • Provides training and certification for more than 7,000 purchasers and contract managers at other state agencies and local entities.
  • Maintains the Centralized Master Bidders List state agencies use to solicit bids for goods and services.
  • Administers the Texas Historically Underutilized Businesses (HUB) Program, encouraging minority-, woman- and service-disabled veteran-owned businesses to seek state contracts.
  • Manages state employee credit card program.
  • Contracts for airfare, hotels and rental cars associated with state travel.
