Professional Engineering Services for the SECO LoanSTAR Revolving Loan Program: RFP No. 238h

The State Energy Conservation Office (SECO) Request for Proposal No.238h invites proposals from qualified, independent firms to provide professional energy engineering services to SECO’s LoanSTAR Revolving Loan Program. Potential respondents should specialize in conducting evaluation and review of Utility Assessment Reports (Investment Grade Audit Reports) and should have extensive knowledge and working experience with schools and local governments, state agencies, public higher education institutions, public hospital districts regarding energy management activities, public facilities and infrastructure, and related energy, water and resource management activities.

Proposal Details

  • Maximum contract amount: To be determined
  • Successful Respondent will provide 10 percent (10%) match of the contract amount.
    • Successful Respondent match must meet the criteria described in 2 CFR § 200.306(e).
    • Any portion of Successful Respondent match consisting of volunteer hours must use as a baseline either (a) the firm’s publicly stated rate or (b) a rate at or below the average rate charged for the same professional employee category for the fiscal year.
    • Successful Respondent match must be approved by Department of Energy before full contract execution.
    • There is no minimum amount of services or compensation guaranteed under any contract resulting from this RFP.
