Community Centers Energy Efficiency Retrofits for the State Energy Program: Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program (RFA Number BE-G30-2025)

SECO’s Request for Application (RFA) Number BE-G30-2025 invites applications from eligible Community Centers to receive low-interest loan funding for energy efficiency retrofit projects. Selected community centers will receive a no-cost ASHRAE Level II Audit to identify a program-compliant project that meets the operational needs of the center. Compliance with Davis-Bacon Act (DBA), National Environmental Policy Act (NEPA), Build America, Buy America (BABA) and National Historic Preservation Act (NHPA) provisions is required for funded projects.

  • Loan type: Reimbursement-based
  • Maximum loan amount: $2,000,000
  • Maximum number of loans awarded per applicant: 2
  • Interest rate: 1.25% per year compounded interest

Loan applications will be reviewed on a first-come, first-serve basis during the application period.
