FY 2025: Community-based Opioid Recovery Effort (CORE) Spring Grant Opportunity

The Opioid Abatement Fund Council (OAFC) seeks to empower local organizations to address the opioid crisis at its roots. By providing essential funding in 20 Regional Healthcare Partnership (RHP) regions, the Community-based Opioid Recovery Effort (CORE) grants support innovative, community-driven solutions that enhance prevention, treatment and recovery efforts, ultimately improving the lives of individuals and families affected by addiction across Texas.

Read the Notice of Funding Availability (NOFA) posted on the Electronic State Business Daily website.

  • Total Available Funding: $25 million across all RHP regions.
  • Maximum Grant Award per Applicant: Up to $250,000 or 20 percent of the total funds available in a region.
  • Approved Core Categories for Funding:
    • Treatment and Coordination of Care
    • Prevention and Public Safety
    • Recovery Support Services
    • Workforce Development and Training
  • Eligible Applicants: Organizations that conduct business in Texas, have a physical address within an RHP region, or provide services in that region. Applicants may apply for multiple regions but must submit separate applications.
  • An applicant is not eligible to participate in the program if any of the following apply:
    • Applicant is a named party in ongoing opioid abatement settlement litigation involving the State of Texas and/or Texas local government entities.
    • Applicant has paid funds for use in the State of Texas in response to opioid abatement settlement litigation.
    • Applicant is disqualified by any applicable rule or law from receiving an award.

  • Save Lives: Expand access to life-saving treatments and evidence-based interventions.
  • Build Hope: Offer individuals and families the support they need to rebuild their futures.
  • Unite Communities: Foster collaboration across healthcare providers, law enforcement, local leaders and community organizations.

CORE Grants are more than just funding — they are an investment in solutions that address the needs faced by your local community. For example, these grants could support community programs to:

  • Launch mobile treatment units to bring care directly to underserved areas.
  • Provide peer support programs that connect individuals with people who understand their journey.
  • Expand access to evidence-based treatments, including counseling and medication-assisted recovery.
  • Equip first responders and community centers with life-saving tools like Naloxone.
  • Support innovative prevention strategies to stop addiction before it starts.

Recipients must provide progress reports and demonstrate measurable impact.
