Local Government Bond, Tax, and Project Transparency Database

The Local Government Bond, Tax and Project Transparency Database contains the following:

  • Table with basic bond-related information
  • Detailed report for each submitted bond proposal that was voted on
  • Downloadable spreadsheet containing bond-related information throughout Texas

Each submitted bond proposal that has been voted on is reported once to the Texas Comptroller (Government Code, Chapter 403).

The Comptroller’s office is required to develop and maintain a database containing current and historical information on taxes imposed and bonds issued.

This Database Includes:
  • Ballot language for bonds
  • Projected tax rates for debt service
  • Estimated minimum annual debt service requirements resulting from the issuance of a bond
  • Election results for bond approvals
  • Lists of funded projects and accounting for bond proceeds
  • Tax rate changes resulting from issued bonds
  • Election results for tax rate elections
  • Proposed or approved maintenance tax rates for school districts
  • Ballot language for school district maintenance taxes

Note: The “Election Type” field distinguishes between two types of Voter Approval Tax Rate Elections (VATRE):

  • VATRE: This is a voter-approved tax rate election (VATRE) for taxing units to adopt a tax rate pursuant to Chapter 26, Tax Code.
  • M&O: This is a maintenance & operations (M&O) election held by a school district that is not a VATRE.
