Bond, Tax, and Project Database (HB103)

The Bond, Tax, and Project Database contains:

  • a table with basic bond-related information;
  • a details report for each individual submitted bond proposal that was voted on; and
  • a downloadable spreadsheet containing bond-related information throughout Texas.

Each submitted bond proposal that has been voted on is reported once to the Texas Comptroller (Government Code, Chapter 403).

The Comptroller is required to develop and maintain a database containing current and historical information on taxes imposed and bonds issued. The database will include:

  • Ballot language for bonds;
  • Projected tax rates for debt service;
  • Estimated minimum annual debt service requirements resulting from the issuance of a bond;
  • Election results for bond approvals;
  • Lists of funded projects and accounting for bond proceeds;
  • Tax rate changes resulting from issued bonds;
  • Election results for tax rate elections;
  • Proposed or approved maintenance tax rates for school districts; and
  • Ballot language for school district maintenance taxes.

Note: The "Election Type" field distinguishes between two types of Voter Approval Tax Rate Elections (VATRE):

  • VATRE – Non-M&O: This is a voter-approved tax rate election (VATRE) for taxing units (not school districts). It involves reporting the previous year’s tax rate, the adopted tax rate, the voter-approved tax rate, and the difference between the two.
  • VATRE M&O: This type of election is related to maintenance & operations (M&O) taxes that are levied or approved or proposed by a school district.
