Texas Comptroller Glenn Hegar today announced his certification of Senate Bill 1, the General Appropriations Act (GAA) that was approved by both houses during the recently gaveled Regular Session of the 89th Texas Legislature. The bill now heads to the desk of Gov. Greg Abbott.
SB 1 authorizes $177.46 billion in General-Revenue-related spending ($338.02 billion in all funds per the GAA recapitulation) during the 2026-27 biennium. It is certified based on the 2026-27 Biennial Revenue Estimate, published in January, and fiscal impacts of legislation enacted by the 89th Legislature, Regular Session.
Combined with supplemental appropriations in HB 500, miscellaneous claims in HB 4486 and other bills providing for the use of state funds, total appropriations are under the state’s constitutional pay-as-you-go limit. Per Hegar, Texas voters will decide important constitutional amendments in November that ultimately will determine how much the state has in its coffers heading into the 2028-29 biennium.
