The Broadband Development Office (BDO) has allocated up to $200 million from the state’s Broadband Infrastructure Fund (BIF) for grant awards to fund projects for the construction and improvement of middle-mile infrastructure across Texas. The program aims to strengthen network resiliency, support open-access networks to increase affordability for end-users and improve high-speed internet access by reducing the cost of connecting unserved or underserved areas to the internet backbone.
The BDO aims to address the needs of underserved Texas communities through the TMM Program by focusing on the following goals:
In addition to the core objectives, the TMM Program will incentivize projects to include infrastructure enhancements that will support or integrate with flood detection and monitoring systems in vulnerable areas, reflecting the BDO’s alignment with state resiliency priorities.
The BDO accepted applications for the TMM Program until Nov. 20, 2025. The office is continuing to evaluate applications and expects to notify awardees soon.
The BDO published content from eligible applications and invited feedback from interested parties. Comments and supporting documentation were accepted until Feb. 4.
The focus of public input was on identifying existing middle-mile infrastructure that may make a proposed project unnecessary or duplicative, and on raising any concerns regarding project eligibility. All submitted information is being considered as the office makes final determinations, although the BDO retains sole discretion over award decisions. No comments received after Feb. 4 will be accepted for consideration.
Applicants selected for an award will have 30 days from award notification to sign the TMM Program grant agreement. The office expects to notify awardees soon.
