Texas Middle Mile (TMM) Program

The Broadband Development Office (BDO) has allocated up to $200 million from the state’s Broadband Infrastructure Fund (BIF) for grant awards to fund projects for the construction and improvement of middle-mile infrastructure across Texas. The program aims to strengthen network resiliency, support open-access networks to increase affordability for end-users, and improve high-speed internet access by reducing the cost of connecting unserved or underserved areas to the internet backbone.

The BDO aims to address the needs of underserved Texas communities through the TMM Program by focusing on the following goals:

  • Expand Broadband Availability: Address infrastructure deficiencies to facilitate last-mile broadband service delivery, ensuring greater access to high-speed internet.
  • Strengthen Network Resiliency: Invest in robust, scalable and future-proofed infrastructure capable of withstanding weather conditions and adapting to long-term community and technological advancements.  
  • Enhance Affordability: Lower community costs by implementing broader, cost-efficient open-access networks that enable competitive pricing and pass savings directly to consumers.

In addition to the core objectives, the TMM Program will incentivize projects to include infrastructure enhancements that will support or integrate with flood detection and monitoring systems in vulnerable areas, reflecting the BDO’s alignment with state resiliency priorities.

APPLICATIONS ACCEPTED AUG. 22 TO NOV. 20

The BDO accepted applications for the TMM Program until Nov. 20. The office is evaluating applications and expects to publish eligible applications for public comment in early 2026.

PUBLIC COMMENT PERIOD


Following application submissions and before the BDO makes final award determinations, the office will host a public comment period by publishing content from eligible applications on the office’s website. The purpose of the public comment period is to help the office avoid wasteful overbuild by seeking information from current middle mile owners.

The BDO will accept comments and supporting documentation for 14 days. Submitted information should specifically focus on identifying and documenting where existing middle-mile infrastructure exists that may render the proposed project unnecessary or duplicative and raise concerns regarding project eligibility or duplication of existing infrastructure. The comment period is intended to assist the office make final determinations. Submitted information may not prevent the BDO from using its sole discretion to make an award.

The BDO will provide more details in January on how to submit a comment and the types of information that should be included when submitting a comment after applications are preliminarily reviewed.

SPRING 2026


Applicants selected for an award will have 30 days from award notification to sign the TMM Program grant agreement.
