The Opioid Abatement Fund Council (OAFC) aims to address the opioid crisis in Texas by expanding and enhancing recovery housing resources across the state for those recovering from opioid use disorder. This grant opportunity specifically focuses on increasing capacity, supporting accreditation and addressing the needs of underserved populations.

  • Complete an application form with a detailed proposal and budget via the OAFC’s grant management system.
  • Deadline: Oct. 16, 2025, at 2 p.m. CT. Late applications will not be accepted.
  • Selection Process: Multi-stage review, including staff evaluation and independent peer review. The OAFC will determine final awards.
  • Maximum Available Funding: Up to $25 million
  • Grant Term: 3 to 5 years
  • Award: OAFC anticipates making a grant award to a single successful applicant.
  • Eligible Applicants:
    • State agencies and political subdivisions of the State of Texas (including cities, counties, school districts, state universities, and special districts)
    • Any other entity that engages in business in the State of Texas by (a) maintaining employees in the State of Texas, (b) having a fixed place of business in the State of Texas, or (c) providing any service in the State of Texas, whether or not individuals performing the service are residents of the state. Applicants may be located outside the State of Texas when the grant application is submitted and reviewed but the Applicant must demonstrate that it engages in business in the State of Texas as a condition of any grant award.
  • Not Eligible: An applicant is not eligible to participate in the program if any of the following apply:
    • Applicant is a defendant in any opioid abatement litigation involving the State of Texas and/or Texas local government entities or Applicant is affiliated with such a defendant and is listed as a released party in any settlement agreement related to such opioid abatement litigation. Texas local government entities are eligible to participate in the program.
    • Applicant is disqualified by any applicable rule or law from receiving an award.
  • Recovery housing plays a crucial role in abating the opioid crisis in Texas by supporting individuals recovering from substance use disorders. It is a vital part of the recovery continuum that improves quality of life in several areas:
    • Reduces Risk of Relapses. It provides a structured, supportive environment for those recovering from substance use disorders, which reduces relapse rates and emergency interventions.
    • Fosters Community. It encourages residents to build positive relationships with peers, creating a supportive network of individuals with shared recovery goals.
    • Offers Additional Resources. It connects residents with community resources and other services such as job trainings, treatment services, etc.
