Contract Information

The Texas Comptroller of Public Accounts Retail Fuel Card contract provides state agencies, institutions of higher education and local governments the opportunity to realize savings on fuel, maintenance purchases, and roadside assistance services through a fleet payment card program.

NOTE: As part of the new contract agreement, U.S. Bank will replace all existing Voyager fuel cards with U.S. Bank Voyager Mastercards. These new cards will enable users to pay for fleet-related expenses at existing Voyager merchant locations and any merchant who accepts Mastercard.

The deadline for the transition to U.S. Bank Voyager Mastercards is Jan 31, 2026. For accounts set to expire this year, U.S. Bank will automatically renew them with Voyager Mastercards. For accounts that do not expire this year, U.S. Bank will work with each participating entity to reissue the cards at a time that suits their needs.

U.S. Bank Fuel Card Service Benefits and Features
  1. Form of payment for fuel, oil, maintenance, repairs and roadside assistance.
  2. Net-out taxes for applicable fuel card purchases.
  3. Fuel payments covered under a single invoice.
  4. Retail fuel cards can be tailored to meet the needs of State Agencies, Higher Education and Local Governments (e.g. cards can be issued and assigned to drivers or vehicles).
  5. Robust online program management system and enhanced reporting capabilities.
  6. Semi Annual Rebate based on every dollar spent. Account must be paid within 30 client held days to qualify for the volume rebate.
  7. The Contract shall have no fees with the exception of the Mastercard foreign exchange fee of 1%.
  8. Fraud losses are absorbed by U.S. Bank National Association.
  9. Free training for program administrators.
  10. Texas Prompt Payment Act determines the late payment interest that can be charged under this Contract to governmental entities and state agencies as defined in Government Code, Chapter 2251.
  11. Credit losses are deducted from the rebate.
Dispute Form

All disputes will be submitted to U.S. Bank by the customer on a properly completed Dispute Form along with copies of all documentation substantiating the dispute including but not limited to invoices, transaction receipts, and billing statements. A dispute and all documentation must be submitted within 60 days from the date of the billing statement on which the transaction first appeared. Disputes and all documentation must be submitted to U.S. Bank by one of the following methods:

Failure to provide the proper documentation within the 60-day period will result in the customer taking full liability for the dispute and any Transaction adjustments. Transactions occurring on the Mastercard network may require the customer to seek dispute resolution from the merchant prior to submitting to U.S. Bank.
