Naval Air Station Joint Reserve Base Fort Worth Economic Impact, 2023

Background

Naval Air Station (NAS) Joint Reserve Base (JRB) Fort Worth, formerly known as Carswell Air Force Base, is located several miles northwest of downtown Fort Worth and was originally established in 1941.1 NAS JRB Fort Worth provides joint training capability and resources to enable warfighter and combat readiness, while simultaneously providing for the personal and family needs of personnel during training.2 The base possesses a Navy lodge, five Navy Gateway Inns and Suites buildings, single service member housing and 83 family housing units. NAS JRB Fort Worth is home to 44 tenant commands, including Commander and Navy Information Forces Reserve (CNIFR), which operates 22 Joint Reserve Intelligence Centers nationally.

NAS JRB Fort Worth shares a runway with Air Force Plant 4 (AFP 4), home of Lockheed Martin Aeronautics (LMCO). LMCO, a major contractor on the installation, has approximately 19,000 employees in Fort Worth, making it the city’s largest employer. Lockheed Martin has a combined direct and indirect economic impact on Fort Worth of $4 billion. In Texas, LMCO has a total combined economic impact of $12.4 billion and creates 75,120 jobs statewide

Economic Impact

The Comptroller’s office and the Texas Military Preparedness Commission collected economic data from each of the state’s 14 U.S. military installations. These data were collected using a survey designed to ensure consistency in determining the total direct and indirect contribution of the base’s populations to state-level employment, gross domestic product, output and disposable personal income (Exhibits 1 and 2).3

As of 2023, this command is home to a total of 5,041 direct employees, of which 2,066 are active-duty military personnel. This base also has around 7,600 military retirees accessing the installation, camp facilities and resources. The Comptroller’s office estimates the population directly affiliated with NAS JRB Fort Worth contributed at least $4.8 billion to the Texas economy in 2023.4

The Comptroller’s economic impact analysis represents a conservative estimate of the economic impact of NAS JRB Fort Worth on Texas. Each installation’s distinctive characteristics contribute to the Texas economy in different ways.
