The U.S. Army’s Transformation and Training Command (T2COM) was established in Austin in October 2025 and encompasses the previously established U.S. Army Futures and Concepts Command, Recruiting Command and Combined Arms Command.1 It is home to three major research units: the Army Software Factory, the Army Applications Laboratory and the Combat Capabilities Development Command Army Research Lab-South.2
Economic Impact
As of the end of 2025, this command had a total of 827 direct employees, including 297 active-duty military, national guard and/or reserve. The Texas Comptroller of Public Accounts estimates the population directly affiliated with the T2COM contributed at least $1 billion to the Texas economy in 2025.3
Working with the Texas Military Preparedness Commission, the Comptroller’s office collected data from each of the state’s 14 U.S. military installations using a survey designed to ensure consistency in determining the total direct and indirect contribution of the base’s populations to state-level employment, gross domestic product, output and disposable personal income (Exhibit 1).4

The Comptroller’s economic impact analysis represents a conservative estimate of the economic importance of the T2COM to Texas. Each installation’s distinctive characteristics contribute to the Texas economy in different ways. This analysis uses a consistent model to determine the economic impact of each of the state’s military installations to the state’s economic growth.
