SECO partners with Texas local governments, county governments, public K-12 schools, public institutions of higher education and state agencies to reduce utility costs and maximize efficiency. SECO also adopts energy codes for single-family residential, commercial and state-funded buildings.

SECO Issues Home Energy Rebate Monitoring Request for Proposals (RFP) The State Energy Conservation Office (SECO) of the Texas Comptroller of Public Accounts (CPA) issues this Request for Proposals (RFP) for Inflation Reduction Act (IRA) Home Energy Rebate Programmatic Monitoring Services for SECO’s Home Owner Managing Energy Savings Efficiency Rebates (HOMES) and Home Electrification and Appliance Rebates (HEAR) programs. The RFP is listed with solicitation details on the Electronic State Business Daily website. The deadline for submission of questions is 2 p.m. Jan. 15. Proposal submissions are due 2 p.m. CT Feb. 5, 2026. Late proposals will not be considered.
SECO Issues Notice of Loan Fund Availability for Community Centers

SECO’s administration of the Infrastructure Investment and Jobs Act Energy Efficiency Revolving Loan Fund Program provides loan funding for community centers providing mental health services. Applications are reviewed on a first-come, first-serve basis. Applications are accepted through June 5, 2026, at 2 p.m. CT. Late applications will not be considered.

SECO Opens Two Compliance Monitoring RFPs

Proposals for Federal Compliance Monitoring Services must be received by Jan. 21, 2026 (IIJA SEP Program) and Jan. 28, 2026 (EE RLF Program), 2 p.m. CT. Late applications will not be considered.

SECO Opens High-Performance Buildings RFI

SECO is requesting information regarding the International Green Construction Code (IgCC-2024) for the high-performance building evaluation system and the ASHRAE 90.1-2022 energy standard as a part of the adoption process. We kindly request your comments. Responses must be received by Jan. 30, 2026, at 2 p.m. CT. Late responses will not be considered. View the request for information (RFI).

Energy Rebate Program Fraud Alert

Please note that the Home Energy Performance-Based, Whole House (HOMES) rebate program and the Home Electrification and Appliances Rebate (HEAR) program authorized by the Inflation Reduction Act have not yet been launched. As a result, there are currently no approved contractors for these programs. We strongly advise against entering into any agreements associated with the HOMES and HEAR rebate programs until they are formally launched and a list of approved contractors is made available.
